Where does this leave the cabinet? Until the 1980s it served mainly as a court of appeal, to which ministers who had lost at committee could bring their case. Although the weekly cabinet meeting received brief reports on foreign affairs and an outline of next week’s parliamentary business, and undoubtedly discussed key events, appeals took up most of its time. Margaret Thatcher, less tolerant of dissent, more or less prohibited appeals, but allowed the cabinet a weekly discussion of home affairs.
